Well, now I'm getting somewhere. Looking in my trace folder, I discovered that Oracle is doing a core dump every time OEM runs the database shutdown command. Looking at the alert log, I see the entry "Shutting down instance (immediate)" and one second later, the core log has an entry for an access violation. All I need to do now is figure out why.

Guess I'll have to bug the boss to get finished up with our support contract deliberations.
