12203 error in Win 98

Hello all,

I am running Oracle 7.2 with Windows 98. We keep getting the error message of "12203 - Unable to connect". We have had no problems loading the database application (Powerbuilder 16bit) on Window 95 machines. Only with Windows 98 machines. I have read some of the posts and see this is a common error but am unable to decipher the solution.
