oracle license per machine or concurrent user?

I'm very querious about oracle license.

We get some number of user license for oracle enterprise server that runs on rs/6000 r50 for groupware system. And have other licensed with different machines. We have 3 machines and each of them have different number of license of oracle. So, it's very difficult and manage system.
And more, we plan to develp other program on groupware server with oracle development tool.
But oracle request us to get more license because license is managed number of  software system/machine.
So if I develop EIS and groupware system on same machine, I should get double licenses.
It's right? I don't want to argue with thease problems with oracle corporation. But, I want to know what the rule is applied to other sites in foreign country.
