I had this problem on Oracle 8.0.4. for NT. But it doesn't really matter of the version of database you are using. My case happen when there is a file sharing violation. For example, the backup utility is still runing and trying to backup one or more of your datafiles. Next time when it happens, check with your administrator if there is anybody is using the your database files.
