what network rights are needed for access to Oracle server?

We are having problem connecting to ORacle server, receiving ORA 12500
error, and all evidence seem to indicate that this a network rights problem.
Exactly what rights does a user need to connect to Oracle, and to what
directories?



Oracle 8 running on NT 4


Net 8 on WIn 95
