Using the OWA replacement cartridge

I tried installing the replacement cartridge for OWA found in govt.us.oracle.com but when it came to the 3rd step which was to modify the svXXXX.app file, I couldn't find the file in my system. In fact there is no file which resembles that file pattern at all.
