Multiple Instances License question

I have two questions concerning Oracle user licenses. Both questions assume that you have 5 user licenses. I understand that you can have 5 users on Oracle database with this license (disregarding usual SYS, SYSTEM, SCOTT user accounts)

First Question:
If you have 5 user licenses for your Oracle database server, are you allowed to create 5 different Oracle database Instances (on the same server) with only one user access per instance without violating license?

Second question:
With 5 user licenses, can you create one Oracle database instance with one user on five different servers? Would this be a license violation?
