You need to run the oradim80 utility on the server. Refer to the documentation for
exact syntax.
This is capable of creating both database and instance. The feasibility only
depends on the amount of resources on the NT box. Usually it is wise to try to
avoid running multiple instances, as they both will slow down, due to the large
amounts of cache Oracle needs and which more often than not, don't fit into
physical memory.
