It sounds like the oracle binary in the Oracle7 instance does not have the correct permissions. It should be setuid to the user ID of the oracle user. To correct it, do the following:

cd $ORACLE_HOME/bin # the ORACLE_HOME of the Oracle7 instance chown oracle7 oracle
chmod 4755 oracle

Sometimes, the installer fails to set the correct ownership and/or permissions. --
