There is no Java VM in the Oracle database prior to Oracle8i (which includes 8.0.5, 8.0.4, etc.). So to answer your question, this is not available in 8.0.4.

SQLJ, formerly knownn as JSQL as you mention, *is* available in beta form from http://www.oracle.com/st/products/sqlj/. Used in conjunction with our JDBC drivers, SQLJ lets you write database programs in Java without having to know the intricacies of JDBC.
