You say that you installed the client on a Win 95 machine. You won't get a database with that. Do you have a server somewhere that you are connecting to? If so, have you tried starting the database from that server?

If what you want is an Oracle instance on your Win 95 machine, you need to get your hands on the Personal Edition.
