Put the public tnsnames file on a network drive.
For windows clients, set the registry as follows on each client hkey_local_machine/software/oracle tns_admin entry. Set the value to the path to the tnsnames.ora file e.g. \\ntserver\admindirectory. Don't include the actual file name in this entry just the directory path.
