Don't know if it applies to 7.3.2, but I am aware of multiple versions of oracle where the job
processor continually resubmits a failed job immediately after it fails. The job continues to
fail and this creates an infinite loop and consumes all available CPU.

I most recently ran into this in 8.0.4 on Solaris. Might want to contact oracle and see if this
bug exists in 7.3.2.
