Trouble to create new database

Hello
I have installed Oracle 8 Entreprise Editition 8.0.3 (Evaluation copy) on my computer.
(OS : Windows NT Server 4.0 + SP 3.0)
When I tried to create a new database with the startup command, the following message appears on the screen: ORA-01031 : insufficient privileges.

To receive this message, I follow these steps :

1.I launched SQL Worksheet

  Username   : internal
  password   : xyz
  connect as : normal

2.I launched the startup command
  Startup pfile=c:\orant\product\initorc1.ora nomount;   After that, I receive the error message ORA-01031

What's the problem and does it mean ?
How can i solve it ?

REM :
- I have tried, with success, the procedure on the database that is
installed at the setup of Oracle.
- The database Assistant failed when I launched it that's why I use the
startup command.
- the file initorc1 is correct.
