What does it mean? Is the imp/exp useless when in the database are dates
with year 2000 and more?

No, I can't describe the bug itself.
But you can see where it might live for yourself in ..../rdbms/admin/catexp.sql
and look at the TO_DATE calls with a map DD-MM-YY
