System calls and asynchronized stored procedures?

Hello,

I am a beginning in Oracle development and I want to create an Oracle database with some specific features. Indeed, I would like to know if it is possible to:
- Launch asynchronized stored procedures (executing in the background)?

Make system calls (call a Shell script, copy files, send mails) from a stored procedure?
