You need to run, connected as internal in svrmgrl

$ORACLE_HOME/rdbms/admin/catproc.sql

This will install the procedural option.
After installation you need to run
catalog.sql
catproc.sql
catexp.sql
all three in $ORACLE_HOME/rdbms/admin
