tnslsnr process takes a long time to start?

I was wondering if anyone has seen this type of problem before.

We have ORACLE v7.3.3 running on HP-UX 10.20 on a HP 9000 Series machine. Everything was installed correctly.

When I try to start the listener process 'tnslsnr' up it takes a long time to start. I run the command 'lsnrctl start' and it takes about 2 to 3 minutes to start. Also when remote clients connect to the machine, the 'tnslsnr' process takes a long time to accept connections.

I was just wondering if anyone has encountered this problem, or maybe when I installed SQLNet V2, I installed it incorrectly. Also if there are any ORACLE or HPUX patches for this problem.
