You know, it may be a good idea to take a look at your net.
How far are you from the server?
How many hops?
How busy is the network you're on?
Are you relying on DNS for your server address?
If you still can't find the problem, it may be time to spend some money and hire a scalability and performance gury (that would be me) to go in and do some low level testing.
