.fmt files are created when using the Administration facility in Forms.  Forms


modules (.fmb) files are notorious for not deallocating space when large chunks
of code are deleted (among other things).  Using the facility, you output the


.fmb to an .fmt (text) then can re-convert back to the .fmb for a better run...
