Oracle Dispatcher on NT single threaded?

Folks:

We're running Oracle for Workgroups, 7.3.4.

Our problem is that the dispatcher appears to be single threaded. The more processes attempt to open a new connection, the longer the wait.

With a Compaq Proliant 5500, 512Megs of RAM, and 4 Pentium Pro's at 200 Mhz, the best we can do is little better than 1 connection per second.

Other than going to UNIX, is there a reasonable solution out there?
