Developer 2000/Forms 4.5 problem on VAX OpenVMS

I am having trouble with the Forms 4.5 component of Developer 2000 1.3.2 running on VAX OpenVMS 7.1. When I attempt to install the f45run executable as a shared image, I get the following message: $ INSTALLL REPLACE ORA_ROOT:[FORMS45]f45run.EXE/OPEN/HEADER/SHARED %INSTALL-W-NOGBLSEC, no global sections created for TDAT0:<ORACLE7.PRODUCT.V732.FORMS45>F45RUN.EXE

We have up to 200 concurrent users of Forms 4.5 runform. I cannot use/upgade to this version if I cannot install it as a shared image. Oracle does not have a patch available to fix this bug. Does anyone have a workaround? If you are experiencing this problem or would like to brainstorm about the lack of available Y2K options for VAX customers, please contact me.
