Are you able to see 'DBMS_DEFER_SYS.REGISTER_PROPAGATOR'

by doing a describe DBMS_DEFER_SYS.REGISTER_PROPAGATOR ;

May be you have not installed the script that has the package/body definitions for 'DBMS_DEFER_SYS.REGISTER_PROPAGATOR' .
