Sizing involves many things. If you are just adding more users you can probably just make the necessary changes in your INITSID.ORA and bounce the database. If the new users will also be generating more records and more transactions you may need to change block size which requires a compelete rebuild, resizing your extents, etc. Much more information is required to answer your question.
