Clarification on sequences without CACHE parameter

Hello

It is known that Oracle keeps 20 sequence numbers in cache by default. I need to understand following : If a system failure occurs, then will all the sequence numbers in cache which are not used in committed DML statements, lost. If this is correct then it means that Oracle does not recover the sequence table fully. Please explain.
