Oracle 8.03 single login to database using ASP & IIS

Oracle 8.03 on WIN NT 4.0

Currently we are developing an Ordering system with a web front -end. the developer was to hard code the userid/password for the users to access the application because he says otherwise ASP will not be able to talk with the Oracle server. I don't find this agreeable since it is an online transaction processing system and I don't want all the user logging into the system with same login. Is there a way out. I am not much familiar with the way IIS and ASP work can anyone help me out with this.
