SNMP Software Missing?

I'm trying to get Oracle Enterprise Manager up and running but it needs an snmp agent running on the server side (in this case, a Sun Solaris 2.6 box). The docs and this group said there's an option to lsnrctl (start_snmp) but running this doesn't seem to do anything.

So I looked around some more and there's supposed to be a $ORACLE_HOME/network/admin/snmp" directory to install the snmp option but no such directory exists. I did a find(1) on "snmp" and came up empty. I thought I installed everything off the product CD and I can find the "snmp" directory on the CD but don't see a way to install it.
