The OPEN_CURSOR parameter sets the maximum allowable cursors *per user
session*. I doubt that it's current setting is affecting your users'
performance, but check for bottlenecks on CPU usage, memory usage, disk I/O,
etc. using whatever tools are available on NT. Cheers!
