listener.ora and tnsnames.ora configuration help for ext. procedures!

I installed  oracle 8.0.5 on a linux machine and a want to enable the
external procedure featue. The problem is that the oracle PLSQL guide
refared to look at the Admin guide for information on how to configure
the tnsnames.ora and the listener.ora files but there was no information
of such. I also could not find any information in the NET8 guide.
Could any one tell me what should the files  contain to enable the use
of external procedures.
