Try to write your query like this

select org_cod, Xoro.oro_father
from org, (

    select oro_father, oro_cod
    from oro
    start with oro_father is null CONNECT BY PRIOR oro_cod=oro_father) Xoro where Xoro.oro_cod = org_cod;
