Oracle 7 and 8 intergrated security

Hello all,
I have a production box running Oracle 7.3.2 and a few development machines running 8.04. We want to use the default user feature but I'm experiencing some odd behavior. Only users with the Oracle 8 client installed can connect to the Oracle 7.3.2 database as a default user. I've repeated this 3 times with the same result, has anyone had this problem? Thanks,
