[OWS3.0] OWA tool KIt trouble

Hi~~
I'm Intranet Developer For Korea Gas Corporation. Our company uses Oracle product for All MIS System.. Recently we upgrade DBMS oracle 7.3.3.4. A trouble occured while installed OWS 3.0 in new server and make plsql cartridge and plsql tool kit.
Trouble message made by "owa" procedure making, We have no prefect plsql tool kit and system always made message "owa trouble"...

Now I reinstall oracle 7.3.3.3, that prouble didn,t occured..

Tell me..
why did that troubled occoured..
and a solution that solve that trouble..
