I had the same problem for a long time. I'm not sure what are the steps I
took to overcome that problem.
I had to change my computer name to match the host name I mentioned in the OWS installation and try to start the listener from the command line prompt only.
Also I changed the services settings on the Listeners to manual and start the lister manually using owsctl start after all the other services come up.
