Rollback Segments and Concurrent Users

Good Evening to those who read this,

I am new to Oracle and I was reviewing the BUILD_DB.SQL script and noticed a commented bit of tect before the creation of the rollback segements. The tect is as follows:

Create 16 rollback segments. Allows 16 concurrent users with open transactions updating the database. This should be enough.

Does this imply that a rollback segment is needed for every user that will connect to an Oracle 7.3.4 for WorkGroups database? Any help is appreciated.
