Trying to use Oracle installer to completely uninstall Oracle doesn't work on NT. Never did. This is what I usually do:

  1. Use Oracle installer to uninstall as much as it can. At best it will leave only Oracle installer itself. At worst it will complain and leave a bunch of stuff. Oh well.
  2. Delete the Oracle Home directory and everything in it.
  3. Delete the Oracle branch from the registry:

\HKEY_LOCAL_MACHINE\SOFTWARE\ORACLE 4) Delete any remaining Oracle Services. These can be found in the registry under:

\HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services

5) Remove Oracle from the Path. Use Control Panel ---> System ---> Environment and modify the PATH system variable. Look for any other Oracle enviroment variables and get rid of them.

6) Reboot.

This should leave you with a relatively clean base to re-install on.
