External procedures are dll's on NT (either single process or multi threaded
in 8.0.4+ via the external agent) if they are able to access COM objects
standalone then they should work, but VB requires vbrunxx.dll and this can
not be included. In 8.1 you will be able to calls from PL/SQL directly to
COM objects via the COM cartridge.
