Might be better to look at why rollback is exausting on populate of tables: it shouldn't, unless it has been set too low to start with. It might be that the tables are being populated with PKs and indexes created, which will cause this problem for sure. So the alternative would be to disable all keys and drop all indexes, populate, then re-enable keys and re-create indexes. It will be faster and will throw away most rollback segment space problems.
