Problem creating a privileged DCD

Hello...



When I try to configure a privileged DCD  (OWA_DBA) it returns the following
errors



OWS-05526: Service OWA_DBA submission failed due to error 3121
ORA-03121: el controlador de interfaz no está conectado - función no
realizada




What happens???
