The number of users is not the primary factor.
Enterprise offers additional functionality, such as ability to handle distributed database, assyncronous replication, parallel query/server, and the ability to run Enterprise Manager Performance Pack.
The basic engine is the same, whether it be Enterprise or Workgroup.
I have 165 licenses currently, running multiple instances, and have currently no need for Enterprise. I believe Oracle has stated previously we could purchase upgrades to upgrade your Workgroup licenses to Enterprise if we ever need to go that way. Until then, we will continue along with workgroup server.
