It sounds to me like you are using an early version of EM 1.2?? that requires manual discovery, I would recommend using databases 7.3.3 or above (that have auto discovery) and Enterprise Manager 1.5.x. From this relase onwards the is no need to use snmp.ora unless you are using Oracle Names.
