Trouble creating a database with OCI

I installed Oracle8 for NT4.0 and have been having trouble with creating a new database and the documentation is difficult to sift through.

It seems that I can begin the session with the internal user all clean, but then when I prepare the create database command it says that I already have a database mounted. The documentation has the description for the create command, but nothing specific to the OCI (ie. should I be in a certain account, what should the server mode be...).

Is it even possible to do this all programmatically?

The other thing I find confusing is that the manual says to use a database you have to start,mount and then open the database, but it does not give any correlating functions.
