I encountered this same problem last year. To my knowledge, Oracle 7.1.6 'should' run on OpenVMS 7.1, although I was using OpenVMS version 6.2/ Oracle 7.1.6 at the time. I would say to go ahead and give it a try if you have a testing platform. Even though the vendor may not officially support it, it may still work just fine. If I didn't at least try the options that the particular vendor didn't support, I probably wouldn't be in business.
