This is perhaos depending the oracle version but withr Oracle8, just defile the startup type as automatic of the Oracle services (control panel / services)

under 7, uou can add sqldim7x with the relevant command line parameters into the startup folder of the user (or in the all_user startup folder) to start bothe the service and instance and the sqlnet service
