Oracle and MS IIS error - ORA-00000

We are running NT 4.0, Oracle 7.3.4., and MS ODBC. When the web page
attempts an "conn.open" connection, the webserver returns "ORA-00000:
Normal, successful completion" and stops. We are currently rebooting the
server to fix.
