I found the solution to the problem. I was storing a rowid in a numeric column and then useing that in a join to the rowid of a table. Apparently, Oracle was using the temp space to convert the rowids. I changed the type from numeric to rowid, and since oracle is now comparing apples to apples, it works fine.

This is consistent with why the report was working fine in Oracle 7, because rowid's were a different format.
