If you're on NT, you can go to Setting-Control Panel-Services, and start the OracleTNSListener service, or you can type NET START OracleTNSListener at the command prompt. From lsnctrl, type a "?" to get a listing of the help commands. I think you just type "start", but I don't remember for sure.
