environment replication

Greetings,

I have a development environment that I want to replicate into another environment and I am looking for techniques on how to accomplish this.

Oracle gives me the export/import utility which is very nice for moving tables based on owner around.

I want to create an environment A in instance RED and environment B in the same instance RED. I know I can create two users USER_A and USER_B and give them permissions to create tables and such in tablespace A and tablespace B.

I can create appropriate users and roles which can be granted permissions on either tables in A or B as appropriate. My problem is in utilization of packages and such. Am I using the wrong paradigm in trying to create this environment? Or can I get away with trying to seperate the environments in the same instance?
