oracle for odbc error

Hi all,
I have installed "Oracle ODBC Driver for Rdb 2.0.20.0.0","sql*plus 3.3.2.0.2" and sql*net 2.3.2.1.6A".

I can access the server by using sql*plus.But, When I used "Oracle ODBC Test" Application to test Oracle ODBC driver, I failed to connect to oracle server(7.2.3.0.0). The error code is:

SQLSTATE: S1000
Native Error Code:-2003
Driver Message:[Oracle][ODBC][Rbd]
Connect Ret 0 Err#10061 WSAECONNREFUSED
Connection Refused.

Can you help me to solve above problem as I want to connect the oracle server by using VC++?
