O7.1.x crashing : ORA-12571: TNS:packet writer failure

Hi,

Using Oracle 7.1.x on Win NT 4.0 front end PB5

At one of my sites Oracle has started crashing repeatedly. Each time it invokes Dr.Watson... ora..71.exe

The following was found in the trace files *** SESSION ID:(7.11)
FATAL ERROR IN TWO-TASK SERVER: error = 12571 Thu Feb 19 15:15:07 1998
ksedmp: internal or fatal error
ORA-12571: TNS:packet writer failure

Current SQL statement for this session:
  SELECT... (a regular SQL used at several sites

             without any problem)

what does this indicate ?

Also is any sort of recovery required after bringing it up again
