'I can't answer all your questions, only the one about the oracle block size. The block size is important for the number of extents you can allocated for a table. How bigger the block size the larger the number of extents for a block size of 4k you get around 230 blocks (Max.) extents per table.

Normal, for AIX is a block size of 4K.
